1.采购条件

1.1香港地铁荃湾线、港岛线、将军澳线高低压供电系统改造工程，项目业主为香港铁路有限公司（以下简称MTR），项目资金来源为香港铁路有限公司，采购人为中铁电气化局集团有限公司-英国通用工程（香港）有限公司联营。目前项目建设资金已落实，本项目已具备采购条件，现对项目建设相关物资进行竞争性谈判采购。
1.1 This project has been awarded to the joint venture of China Railway Electrification Bureau Group Co., Ltd. and General Engineering (Hong Kong) Co., Ltd. The project owner is MTR Corporation Limited (hereinafter referred to as MTR). The construction funds have been secured, and the purchaser is the joint venture of China Railway Electrification Bureau Group Co., Ltd. and General Engineering (Hong Kong) Co., Ltd.Competitive negotiationprocurement is now underway for project construction related materials.

2.1项目概况：
香港地铁荃湾线、港岛线、将军澳线高低压供电系统改造工程，项目业主为“香港铁路有限公司（MTR）”，工作范围集中在荃湾线、港岛线及将军澳线，涉及34个地铁站及附属建筑。主要工作内容为33kV、415V、直流1500V等供电系统改造及11kV供电系统升级中的设计、供货、安装、测试等工作。
2.1 Project Overview: The Hong Kong MTR Tsuen Wan Line, Island Line, and Tseung Kwan O Line high and low voltage power supply system renovation project (Contract No.: C7635-23E) is owned by "MTR Corporation Limited (MTR)". The work scope focuses on the Tsuen Wan Line, Island Line, and Tseung Kwan O Line, involving 34 subway stations and associated buildings. The main work includes the renovation of 33kV, 415V, and DC 1500V power supply systems and the upgrade of the 11kV power supply system, including design, supply, installation, and testing.
2.2.具体物资名称、规格型号、数量、包件划分、专项资质条件等情况详见附件1 《香港三线供电改造项目物资采购包件一览表》。
2.2 Specific material names, specifications, models, quantities, package divisions, and special qualification conditions are detailed in Appendix 1—"List of Tender Packages for Hong Kong's Third-Line Power Supply Improvement Project".
3. 供应商资格要求
3. Supplier Qualification Requirements
3.1. 在境内外依法注册、具有法人资格的制造商或代理商。
Manufacturers or agents that are legally registered and have legal person status both domestically and internationally.
3.2. 非香港本地公司须具有进出口经营资质。
Non-Hong Kong local companies must have import and export operating qualifications.
3.3. 制造商需满足：
Manufacturers must meet the following requirements:
（1）投标物资须具有与香港类似的条件下，类似设备和材料有五年及以上的供货业绩。
The bidding materials must have a supply record of similar equipment and materials for five years or more under conditions similar to those in Hong Kong.3.4. 代理商须满足：
Agents must meet the following requirements:
（1）持有所代理制造商的授权函；
Hold an authorization letter from the manufacturer they represent;
所代理的制造商须满足上述第3条的要求；
The manufacturer represented must meet the requirements stated in Article 3 above.
3.5. 不接受联合体投标
Joint bids are not accepted.
