Brief specification description or basic overview of the project: Enhance the street level police response rate, reduce the number of 110 reported incidents, increase the incidence of home invasions, and decrease the incidence rate per 10000 people. The purchaser intends to entrust a qualified bidder to provide social stability assistance services through this project. Please refer to "Chapter 2 Project Bidding Requirements" in the bidding documents for details.

二、申请人的资格要求 2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（是）专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）强制采购节能产品、环境认证产品政策、鼓励节能政策、鼓励环保政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货政策。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products. (2) Compulsory procurement of energy-saving products, environmental certification product policies, encouragement of energy-saving policies, encouragement of environmental protection policies, support for the development of prison enterprises policies, policies for welfare units for people with disabilities, and policies for purchasing domestic products.
(c)本项目的特定资格要求：（1）本次招标需要网上投标，投标人必须获得上海市电子签名认证证书（CA认证证书）；
（2）具有有效的营业执照或相关证件；
（3）投标人须具有省、自治区、直辖市人民政府公安机关颁发的《保安服务许可证》；
（4）具有承接本项目的人员、设备、场所等相关条件；
（5）投标截止之日前三年内，在政府采购活动中无不良行为记录，无不良体检事件发生；
（6）公司资产状况良好，具有履行合同所必需的设备；依法缴纳税收和社会保障资金，具有良好的商业信誉和健全的财务会计制度；
(c)Specific qualification requirements for this program: (1) This bidding requires online bidding, and bidders must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) Having a valid business license or relevant documents; (3) Bidders must possess a Security Service License issued by the public security organs of the provincial, autonomous region, or municipality directly under the central government; (4) Having the personnel, equipment, location, and other relevant conditions to undertake this project; (5) Within the three years prior to the deadline for bidding, there has been no record of any misconduct or adverse medical examination events in government procurement activities; (6) The company's assets are in good condition and it has the necessary equipment to fulfill the contract; Pay taxes and social security funds in accordance with the law, have a good commercial reputation and a sound financial accounting system;
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
