For those that fail the classification standards, guide correct waste sorting to ensure the smooth progress of waste classification work. Meanwhile, inspect and supervise the waste classification work in 21 residential areas, 4 neighborhood committees, all enterprises and public institutions, industrial parks, 4 commercial streets with ###街 shops (storefronts), and 7 villages in the town (specific requirements shall be subject to the procurement requirements in the procurement documents). 合同履约期限：本项目服务期一年 The Contract Period:The service period of this project is one year. 本项目（否）接受联合体投标。 Joint Bids: (NO)Available. 二、申请人的资格要求 2. Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：1）强制采购节能产品政策：强制采购在国家公布的节能清单中以“★”标注的品目。2）鼓励节能政策：在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。4）扶持中小企业、促进残疾人就业政策：落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展。监狱企业、残疾人福利性单位视同小型、微型企业。（本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。） (b)Qualification requirements to be met to implement government procurement policies:Policy on Mandatory Procurement of Energy-Saving Products: Mandatory procurement of items marked with "★" in the national energy-saving product ******** on Encouraging Energy-Saving: Under the same conditions of technical and service indicators, priority shall be given to purchasing products listed in the national energy-saving product ******** on Encouraging Environmental Protection: Under the same conditions of performance, technology, and service indicators, priority shall be given to purchasing products listed in the national environmental protection product ******** on Supporting Small and Medium-Sized Enterprises (SMEs) and Promoting Employment for Persons with Disabilities: Implement reserved quota measures to increase the share of SMEs in government procurement and support the development of SMEs. Prison enterprises and welfare units for persons with disabilities shall be regarded as small and micro enterprises. (This project is exclusively for procurement from SM (c)本项目的特定资格要求：（1）满足《中华人民共和国政府采购法》第二十二条的规定 ；（2）未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单[以三年内的信用记录为准］；（3）须系我国境内依法设立的法人或非法人组织；（4）同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项目下的政府采购活动；（5）依法缴纳税收、社会保障资金并近三年没有重大违法记录。 (c)Specific qualification requirements for this program:(3) It must be a legal person or unincorporated organization established in accordance with the law within the territory of China.(4) Different bidders with the same person or direct holding or management relationships shall not participate in government procurement activities under the same contract project.(5) It shall have paid taxes and social security funds in accordance with the law and have no major illegal records in the past three years.
