简要规则描述：本项目拟对凌桥休闲绿地面积68900平方米、凌桥社区美丽街区二期工程绿地面积5000平方米、凌桥社区美丽街区改造一期工程绿地面积5000平方米，共计78900平方米进行日常养护。（具体详见第三章采购需求书）
Brief Specification Description: This project plans to carry out daily maintenance on a total area of 78,900 square meters, including 68,900 square meters of Lingqiao Leisure green space, 5,000 square meters of green space for the second phase of Lingqiao Community's beautiful street Project, and 5,000 square meters of green space for the first phase of Lingqiao Community's beautiful street renovation project. (For details, please refer to Chapter Three of the Procurement Requirements Document.)
合同履约期限：服务期限为2025年7月1日至2026年6月30日。
The Contract Period: The service period is from July 1, 2025 to June 30, 2026.

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时小微企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price deduction benefits will be applied to micro and small enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises.
(c)本项目的特定资格要求：1、未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人或非法人组织；
3、本项目不允许转包。
(c)Specific qualification requirements for this program: 1. Not included in the list of dishonesty executors, major tax violation dishonest entities, or serious illegal and dishonest behaviors in government procurement on Credit China and China Government Procurement Network (www.ccgp.gov.cn); 2. It must be a legal person or unincorporated organization established in accordance with the law within the territory of China. 3. Subcontracting is not allowed for this project.
