简要规则描述：本项目为雨污水管道工程，并同步对川沙路（吕家浜-雁晓路）进行改造，具体实施范围是：沿川沙路（龙东大道-沈沙港）按规划敷设DN800-DN3500 雨水管，总长约2.86 公里；沿川沙路（龙东大道-沈沙港）按规划敷设DN300-DN1200 污水管，总长约2.24 公里；川沙路（吕家浜-雁晓路）改造范围北起吕家浜南侧，南至雁晓路，道路全长约0.44 公里，规划道路红线宽40 米，规划道路等级为城市次干路，现状双向5 车道调整为双向6 车道。建设内容为对影响道路主体施工的绿化进行搬迁。
Brief Specification Description: This project involves a rainwater and sewage pipeline project and the simultaneous renovation of Chansha Road (Lvjiaqiao - Yanxiao Road. The specific implementation scope includes: along Chansha Road (Longdong Avenue - Shen Sha Port), DN800-DN3500 rainwater pipes laid according to the plan, covering a total length of about 2.86 kilometers; along Chansha Road (Longdong Avenue - Shen Sha Port), DN00-DN1200 sewage pipes are laid according to the plan, covering a total length of about 2.24 kilometers; the renovation scope of Chha Road (Lvjiaqiao - Yanxiao Road) starts from the south side of Lvjiaqiao in the north and ends at Yanxiao Road in south, with a total road length of about 0.44 kilometers. The planned road red line is 40 meters wide, and the planned road grade is a secondary road. The current two-way 5-lane road is adjusted to a two-way 6-lane road. The construction content includes the relocation of greening that affects main road construction.

二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性企业等的政策规定。

(c)本项目的特定资格要求：（1）符合《中华人民共和国政府采购法》第二十二条的规定
（2）未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
（3）从事城市园林绿化项目的施工企业，应持有效的营业执照，施工现场项目管理机构与工程规模相符合；
（4）施工现场项目管理机构拟派人员配备要求最低均应为5人（含）以上，且需包含：项目负责人（园林专业中级职称）1 人、安全员 1 人、质量员 1 人、材料员 1 人、中级园林绿化工（班组负责人）1人；
（5）项目负责人资格要求：项目负责人须具有上海市园林绿化工程从业人员项目负责人电子卡；
（6）本项目专门面向中小企业采购；
（7）本项目不接受联合体投标。
(c)Specific qualification requirements for this program: (1) In accordance with the provisions of Article 22 of the "Law of the People's Republic of China on the Administration of Procurement"; (2) Not included in the list of "credit China" , China Government Procure Network (www.ccgp.gov.cn) listed as a person who has not fulfilled his obligations, a major tax violation case party list, a record list of serious dishonest in government procurement; (3) Construction enterprises engaged in urban greening projects should hold a valid business license, and the project management organization at the construction site should be consistent with the of the project; (4) The project management organization at the construction site should have a minimum of 5 people (including), and must include: project leader (middle- professional title in horticulture) 1 person, safety officer 1 person, quality officer 1 person, material officer 1 person, intermediate horticultural greening (team leader) 1 person; (5) Project leader qualificat
