简要规格描述或项目基本概况介绍、用途：根据新区城运中心要求及高东镇城运工作的需要，为保障采购人城市运行管理队伍的专业性及高效性，拟通过公开采购的方式，选择一家合格的供应商提供街镇区域巡查服务。主要工作包括：街面巡查、农村区域网格化管理、事件及部件类的先行发现、案件核查和其他与城运相关的督察工作、12345 市民服务热线现场核查及处置。（具体详见第三章采购需求书）
Brief specification description or basic overview of the project: According to the requirements of the urban transportation center of the new district and the needs of the urban transportation work of Gaodong Town, in order to ensure the professionalism and efficiency of the urban operation and management team of the purchaser, it is proposed to select a qualified supplier to provide urban inspection services through public procurement. The main tasks include: street inspection, grid management of rural areas, pre-discovery of incidents and components, case verification and other supervision work related to urban transportation, and on-site inspection and disposal of the 12345 citizen service hotline. (For details, please refer to Chapter 3 Procurement Requirements)

二、申请人的资格要求 2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specially for small and medium-sized enterprises to procure, and the price discount of small and medium-sized enterprise products is not implemented during the review. (2) Welfare units for the disabled, and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（3）具备省市级公安部门核发的有效的“保安服务许可证”；
（4）须系我国境内依法设立的法人或非法人组织；
（5）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) Have a valid "security service license" issued by the provincial and municipal public security departments;
(4) It must be a legal person or unincorporated organization established in accordance with the law within the territory of China;
(5) Subcontracting is not allowed for this project.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
