The itinerary includes 6 days and 5 nights in Dali, Yunnan, and Sanming, Fujian, featuring 10 main meals and accommodation in 4-star or above hotels. For detailed service requirements, please refer to Chapter III of the document. 合同履约期限：2025年12月31日前完成人次等于或少于280人（每团约40人，具体出行人数可能略有调整，以实际为准）。 The Contract Period: The target of 280 participants or fewer shall be completed by December 31, 2025 (approximately 40 people per group, with the exact number subject to minor adjustments based on actual circumstances). 本项目（否）接受联合体投标。 Joint Bids: (NO)Available. 二、申请人的资格要求 2. Qualification Requirements for Bidder (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：本采购项目推行节能产品、环境标志产品政府采购，促进中小企业、监狱企业、残疾人福利性单位发展，扶持不发达地区和少数民族地区等相关政策。 (b)Qualification requirements to be met to implement government procurement policies: This procurement project implements government procurement policies for energy-efficient products and environmentally labeled products, while promoting the development of small and medium enterprises, prison enterprises, and welfare units for persons with disabilities. It also supports underdeveloped regions and ethnic minority areas in accordance with relevant policies. (c)本项目的特定资格要求：3、单位负责人为同一人或存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；4、本项目专门面向小微型企业采购；5、投标人具备旅游 行政管理部门颁发的《旅行社业务经营许可证》，服务范围需包括：国内旅游业务。6、本次招标不接受联合投标。 (c)Specific qualification requirements for this program: (ⅲ)Different suppliers with the same legal representative or having direct controlling or management relationships shall not participate in the same government procurement contract.(ⅳ)This procurement project is exclusively reserved for small and micro enterprises.(ⅴ)Bidders must possess a "Travel Business Operation License" issued by tourism administration authorities, with service scope covering domestic travel business.(ⅵ)Joint bidding will not be accepted for this tender.
