二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、福利企业等的政策规定。
(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements relevant policies and regulations on encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises, enterprises, etc. in government procurement.
(c)本项目的特定资格要求：（3）具有中华人民共和国住房和城乡建设部施工总承包公路工程三级及其以上资质；或者同时具有中华人民共和国交通运输部公路养护作业单位资质路基路面养护乙级及其以上和中华人民共和国交通运输部公路养护作业单位资质桥梁养护乙级及其以上资质。
（4）拟派项目负责人具有公路专业注册建造师二级及其以上资格，有效备案且不得有在建项目。
（5）本项目为预留份额的采购项目，预留份额措施为整体预留(专门面向中小企业)。
（6）本项目不接受联合体投标。
(c)Specific qualification requirements for this program: (3) Possess the qualification of general contracting of highway engineering of the third level or above issued by the Ministry of Housing and Urban-Rural of the People's Republic of China; or have the qualification of roadbed and pavement maintenance of grade II or above issued by the Ministry of Transport of the People's Republic China and the qualification of bridge maintenance of grade II or above issued by the Ministry of Transport of the People's Republic of China.
(4) The person in charge of project to be assigned shall have the qualification of registered constructor of highway specialty of the second level or above, validly registered and must not have any ongoing project.
(5) project is a reserved share procurement project, and the measure of reserved share is overall reservation (specifically for small and medium-sized enterprises).
(6) This project does accept joint bidding.
