简要规格描述或项目基本概况介绍、用途：将粮库西侧围墙临近5根高压电线杆及3根路灯杆等其他附属设施通过搬迁集并的方式，使通车辅道上从粮库南侧围墙至大门路段不再有高压电线杆阻碍通行。优化后，原高压电线杆阻挡粮库大门进出的困难能够消除阻碍运粮车安全转弯的情况得以改善、且增加紧急情况下临时蓄车的可能。

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：1. 满足《中华人民共和国政府采购法》第二十二条规定；
2. 落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目（是）专门面向中小企 业采购；（2）监狱企业、残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: 1. Meet the provisions of Article 22 of the Government Procurement Law of the People's Republic of China; 2. Qualification requirements for implementing government procurement policies: (1) Supporting policies for small and medium-sized enterprises: This project is specifically aimed at procurement for small and medium-sized enterprises; (2) Prison enterprises and welfare units for disabled persons shall be treated as small and micro enterprises.

(c)本项目的特定资格要求：1） 供应商必须是中国境内注册的独立法人、其他组织；
2） 投标人应具有行业主管部门颁发的电力工程施工总承包三级及其以上资质，并在人员、设备、财务等方面具有相应的施工能力；
3） 具有在上海市备案的安全生产许可证；
4）拟派项目负责人：需具备电力工程专业建造师或机电工程专业二级及以上注册建造师执业资格，同时具备有效的安全生产考核合格证书。
5） 本项目不接受进口产品；
6） 本项目不允许接受联合体投标。

1) Suppliers must be independent legal entities or other organizations registered within China; 2) Bidders should have a third level or higher qualification for general contracting of power engineering construction issued by the industry regulatory department, and have corresponding construction capabilities in personnel, equipment, finance, and other aspects; 3) Having a safety production license registered in Shanghai; 4) Proposed project leader: Must possess the professional qualification of a registered construction engineer at the seco

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
