Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购， 评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位， 并将其视同小微型企业 (b)Qualification requirements to be met to implement government procurement policies: (1)Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises (c)本项目的特定资格要求：3、本****网上响应，供应商必须获###市电子签名认证证书（CA认证证书），根据###市政府采购供应商登记及诚信管理（暂行）办法》，为已在[webname###****网登记入库的供应商；4、具有《中华人民共和国企业法人营业执照》，具有独立承担民事责任的能力；5、具有建筑工程施工总承包三级及其以上资质；6、具有建设部门颁发的《安全生产许可证》（###市施工企业，安全生产许可证需备案）(有效期内）；7、拟派的项目经理须具有建筑工程注册建造师二级及其以上资格及有效的安全考核证书，且未担任其他在建的建设工程项目的项目经理；8、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；9、本项目不接受联合体响应。 (c)Specific qualification requirements for this program: ******** the Business License of the People's Republic of China for Enterprise Legal Person and the ability to independently assume civil liability; 2. Having a third level or higher qualification for general contracting of municipal public works construction; 3. Having a "Safety Production License" issued by the construction department (for non Shanghai construction enterprises, the safety production license needs to be filed) (within the validity period); 4. The proposed project manager must have a second level or higher qualification as a registered construction engineer for municipal public works and a valid safety assessment certificate, and have not served as a project manager for other ongoing construction projects; 5. The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract；6. This project does not accept consortium responses.
