The relevant provisions of the tendering documents shall govern the specific project content, procurement scope, and specific requirements that must be satisfied. It is prohibited to submit a proposal solely for a specific content of the project, and all contents must be quoted. This project will be open for three years, and bids exceeding the procurement budget or the maximum price limit will not be accepted. 合同履约期限：本项目服务期限三年，采取一次招标三年延用，分三个年度分别签订合同的方式实施。 The Contract Period: The service period of this project is three years, and it will be implemented by bidding once for three years and signing contracts separately for each of the three years. 本项目（否）接受联合体投标。 Joint Bids:  (NO)Available. 二、申请人的资格要求 2. Qualification Requirements for Bidder (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：本次招标若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、支持中小微企业、支持监狱和戒毒企业等政策，将落实相关政策。本项目专门面向中小企业采购，中小企业参加政府采购活动，应当出具《中小企业声明函》。其要求标准详见《政府采购促进中小企业发展管理办法》（财库[2020]46号）、《关于进一步加大政府采购支持中小企业力度的通知》财库〔2022〕19号文中相关规定。 (b)Qualification requirements to be met to implement government procurement policies: If this bidding complies with the government's mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises, promotion of employment for the disabled, support for small and medium-sized enterprises, and support for prisons and drug rehabilitation enterprises, relevant policies will be implemented. This project is specifically for procurement of small and medium-sized enterprises. When small and medium-sized enterprises participate in government procurement activities, they should issue a "Small and Medium-sized Enterprise Declaration Letter". The requirements and standards are detailed in the "Administrative Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises" (Cai Ku [2020] No. 46) and the "Notice on Further Increasing Government Procurement Support for Small and Medium-sized Enterprises" Cai Ku [2022] No. 19. (c)本项目的特定资格要求：3、法人的分支机构以自己的名义参与投标时，应当提供由法人出具参加本项目的授权书；4、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；5、本项目不接受联合投标； (c)Specific qualification requirements for this program: (iii)When a branch of a legal person participates in the bidding in its own name, it shall provide a letter of authorization issued by the legal person to participate in the project;(iv)Different suppliers whose heads are the same person or who have direct controlling or management relations shall not participate in government procurement activities under the same contract; suppliers who provide overall design, specification compilation, or project management, supervision, testing and other services for this project shall not participate in procurement activities for this project;(v)This project does not accept joint bidding; (i)符合《中华人民共和国政府采购法》第二十二条的规定； (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China"; (ii)未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单； (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (********) ;
