合同履约期限：本项目一次招标，三年有效，服务期限为合同签订之日起至2027年12月31日（2027年12月31日前完成整体项目验收，已委托但尚未完工项目，批后监管工作应延续至委托内容完成）。

二、申请人的资格要求 2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本次招标若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、促进中小企业发展、支持监狱和戒毒企业等政策，将落实相关政策。（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: If this tender meets the government's mandatory procurement of energy-saving products, encouraging environmental protection products, supporting welfare enterprises, promoting the employment of disabled people, promoting the development of small and medium-sized enterprises, supporting prisons and drug rehabilitation enterprises and other policies, the relevant policies will be implemented. （2）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
（3）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动；
