二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关支持中小企业、节能产品及福利企业的政策规定。
(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements government procurement policies and regulations on supporting small and medium-sized enterprises, energy saving products and welfare enterprises.
(c)本项目的特定资格要求：1、须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）；
2、具有市政公用工程施工总承包三级及以上资质；
3、具有安全生产许可证（有效期内）；
4、拟派项目负责人具有机电工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书；
5、本项目专门面向中小企业采购。
(c)Specific qualification requirements for this program: 1. It must be a legal person or unincorporated organization legally established in China (this project (does not accept) branch to participate in procurement activities in its own name); 2, with municipal public engineering construction general contracting grade III and above qualification; 3, with safety production license (valid period); 4. The person in charge of the proposed project shall have the qualification of a registered construction engineer of Grade II or above in mechanical and electrical engineering, and shall have an effective safety production examination certificate; 5. This project is specifically for small and medium-sized enterprises.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
