简要规则描述：本项目施工地点位于高东镇赵高公路1002号，建筑面积约1637.4平方米，具体改造内容包括： （1）建筑修缮：坡屋面翻修，外墙修缮，窗更换；（2）室内装饰：拆除墙体，新建墙体，更换门窗，内墙涂料刷新，地面新铺，顶棚换新，洗手台换新，卫生间隔断；（3）安装工程：通风工程，灯具更换，网络布线，插座而板更换；（4）室外工程：新增室外非机动车棚等。（具体数量及要求详见图纸及工程量清单）
Brief Specification Description: The construction site of this project is located at No.1002, Zhao Gao Highway, gaodong town, with a construction area of about 1,637.4 square meters. The specific renovation contents include: (1) building renovation: sloping roof renovation, external wall renovation and window replacement; (2) Interior decoration: demolishing walls, building new walls, replacing doors and windows, refreshing interior wall paint, newly paving the floor, replacing the ceiling, replacing the sink, and partitioning the bathroom; (3) Installation works: ventilation works, replacement of lamps and lanterns, network wiring, replacement of sockets and boards; (4) Outdoor works: new outdoor non-motor vehicle sheds, etc. (See drawings and bill of quantities for specific quantity and requirements)

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向小微企业采购，评审时，小微企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

4、建筑工程施工总承包三级及以上资质；
5、具有安全生产许可证（有效期内）；
6、拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
7、业绩要求：无；
8、其他要求：无。
(c)Specific qualification requirements for this program: 3、It must be a legal person organization established in accordance with the law within the territory of China; 4、Level 3 or above qualification for general contracting of construction projects; 5、Have a safety production license (within the validity period); 6、The person in charge of the proposed project has the qualification of a registered construction engineer of level 2 or above in construction engineering, has a valid safety production assessment certificate, and has not served as the project leader of other construction projects under construction; 7、Performance Requirements: None; 8、Other requirements: None.
