简要规格描述或项目基本概况介绍、用途：对浦东新区范围内竣工的所有市政道路、广场、公路及规划道路下施工的各类管线及其附属设施，按照相关技术标准，对新区范围内新建、改建、扩建等各种地下管线进行竣工测量；对管线权属单位汇交的自主跟测成果通过检测、补测等技术手段获取地下管线信息，并经过数据处理对新区地下管线数据库实施动态维护，按照制图要求编制管线图等；负责对浦东新区地下管线管理系统、二三维共享与发布系统进行系统维护。（具体详见第三章采购需求书）
Brief specification description or basic overview of the project: For all municipal roads, squares, highways and all kinds of pipelines and ancillary facilities under the planned roads completed within the Pudong New Area, in accordance with the relevant technical standards, the completion measurement of various underground pipelines such as new construction, reconstruction and expansion within the new area shall be carried out; The independent follow-up test results collected by the pipeline ownership unit obtains the underground pipeline information through technical means such as testing and supplementary testing, and implements dynamic maintenance of the underground pipeline database in the new area through data processing, and compiles the pipeline diagram in accordance with the drawing requirements; Responsible for the systematic maintenance of the underground pipeline management system and the two-dimensional sharing and publishing system in Pudong New Area. (For details, please refer to Chapter 3 Procurement Requirements)
合同履约期限：合同签订后至2025年12月31日。

二、申请人的资格要求 2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣；（2）残疾人福利性单位，并将其视同小微型企业。

(c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织；
4、须具有有效的乙级及以上测绘资质证书（专业类别包括工程测量）；
5、本项目不允许转包。
(c)Specific qualification requirements for this program: 3. It must be a legal person or unincorporated organization established in accordance with the law within the territory of China; 4. Must have a valid Grade B or above surveying and mapping qualification certificate (professional categories include engineering surveying); 5. Subcontracting is not allowed for this project.

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
