Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目专门面向中小企业采购，评审时，小微企业产品均不执行价格扣除优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。 (b)Qualification requirements to be met to implement government procurement policies: (1) Implement the quota reservation measure, increase the share of smes in government procurement, and support the development of smes: This project is specifically for the procurement of smes, and no price deduction concessions will be implemented for the products of small and micro enterprises during the evaluation. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises; See procurement documents for details (c)本项目的特定资格要求：1、未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；2、须系我国境内依法设立的法人组织；3、其他资格要求：施工现场项目管理机构拟派人员配备要求：人员配备要求（人）：5岗位、数量、资格要求：*园林项目负责人（园林专业中级职称）1人、安全员1人、质量员1人、材料员1人、中级园林绿化工1人（班组负责人）。说明：1）上述人员配备数量和岗位要求系最低配备要求；对于施工技术复杂的项目，供应商可根据项目情况，在以上人员配备要求基础上适当增加技术管理人员、施工员等人数；2）*岗位不得同时兼任两个及以上项目,须具###市园林绿化工程从业人员项目负责人电子信息卡或《园林绿化施工企业项目负责人质量安全生产考核合格证书》同时具备园林专业中级职称，且无在建项目记录；3）本竞争性磋商文件所涉及的园林专业是指：园林（园林规划设计、园林植物、风景园林、园林绿化、绿化林业等）、园###市规划、景观、植物（含植保、森保等）、环境艺术、风景旅游等专业；4、详见采购文件 (c)Specific qualification requirements for this program: 1.
