Brief specification description or basic overview of the project: The agricultural waste generated by farmers and farmers in the fields under the jurisdiction of Laogang Town shall be collected and transported to Dazhihe Management Station in a timely and standardized manner, and the agricultural waste resource disposal facility shall be used to crush and consume the agricultural waste, and the generated fertilizer shall be returned to the field for treatment, so as to improve the level of resource utilization.

二、申请人的资格要求 2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：1）鼓励节能政策；2）鼓励环保政策； 3）扶持中小企业、促进残疾人就业政策， 监狱企业、残疾人福利性单位视同小型、微型企业。 4）本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies: 1) Encourage energy-saving policies; 2) Encourage environmental protection policies; 3) Policies to support small and medium-sized enterprises and promote the employment of persons with disabilities, prison enterprises and welfare units for persons with disabilities are regarded as small and micro enterprises. 4) This project does not accept imported products.
