Brief Specification Description: This project is located on both sides of Haigang Avenue (S2 Expressway Huanhu 1st Road), involving 20 plots including WSW-D1-5-1. It extends east to Huanhu 1st Road and west to S2 Hulu Expressway. Along the coast of Haigang Avenue, it crosses Hucheng Ring Road, Huanhu South 3rd Road, Huanhu South 2nd Road, etc. The main job responsibilities include the relocation of green belts on both sides of Haigang Avenue (S2 Expressway Huanhu 1st Road), as detailed in the bill of quantities.

二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：根据财库[2020]46 号文,本项目专门面向中小企业。本次招标若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、支持中小微企业、支持监 狱和戒毒企业等政策，将落实相关政策。
(b)Qualification requirements to be met to implement government procurement policies: According to document Caiku [2020] No. 46, this project is specifically aimed at small and medium-sized enterprises. If this bidding complies with government policies such as mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises, promotion of employment for people with disabilities, support for small and medium-sized enterprises, and support for prisons and drug rehabilitation enterprises, relevant policies will be implemented.
(c)本项目的特定资格要求：（1）符合《中华人民共和国政府采购法》第二十二条的规定；
（2）未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；

（4）本项目为专门面向中小企业采购；
（5）本项目不接受联合体投标。
