(b)落实政府采购政策需满足的资格要求：本项目专门面向中小企业，促进中小企业发展、促进残疾人就业。

(c)本项目的特定资格要求：3、根据###市政府采购供应商登记及诚信管理办法》已登记入库的供应商；
4、其他资格要求：1）本项目专门面向中、小、微型企业供应商采购。（残疾人福利性单位、监狱企业视同小型、微型企业。）如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库[2020]46号）规定条件的，必须提供《中小企业声明函》；2）如有参加过该建设项目投资监理、内部审计或其他与该项目有直接工作关系的中介机构和人员，应该主动回避；3）本项目不允许转包
(c)Specific qualification requirements for this program: 3. Suppliers that have been registered in the warehouse according to the Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures; 4, other qualification requirements: 1) This project is specifically for the procurement of small, medium and micro enterprise suppliers. (Welfare units for the disabled and prison enterprises shall be regarded as small and micro enterprises.) If the bidder is a small and medium-sized enterprise and meets the conditions stipulated in the Administrative Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises (Finance [2020]46), the small and medium-sized Enterprise Declaration Letter must be provided; 2) If there are intermediaries and personnel who have participated in the investment supervision, internal audit or other direct working relations with the project, they should take the initiative to withdraw; 3) Subcontracting is not allowed for this project
