二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：根据财库[2020]46号文,本项目专门面向中小企业。本项目执行政府采购扶持中小企业、促进残疾人就业，监狱企业 、残疾人福利性单位视同小型、微型企业。
(b)Qualification requirements to be met to implement government procurement policies: According to document Caiku [2020] No. 46, this project is specifically aimed at small and medium-sized enterprises. This project implements government procurement to support small and medium-sized enterprises and promote employment for people with disabilities. Prison enterprises and welfare units for people with disabilities are considered as small and micro enterprises.
(c)本项目的特定资格要求：1、未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库并成为会员的供应商（网址：http://www.zfcg.sh.gov.cn）；
3、投标人必须具有市政公用工程施工总承包三级及以上资质；
4、具有有效的安全生产许可证；
5、本项目不接受联合体投标。
(c)Specific qualification requirements for this program: 1. Not included in the list of dishonest persons subject to enforcement, major tax illegal dishonest entities, and serious government procurement illegal dishonest behavior records by "Credit China" (www.creditchina. gov.cn) and China Government Procurement Network (www.ccgp. gov.cn);
2. According to the "Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures", suppliers who have been registered and become members (website: http://www.zfcg.sh.gov.cn ）；
3. Suppliers must have a third level or higher qualification for general contracting of municipal public works construction;
4. Having a valid safety production license;
5. This project does not accept consortium bidding.
