简要规则描述：为提升辖区内装修垃圾、拆房垃圾资源化利用水平，根据《关于加强装修垃圾、拆房垃圾资源化利用的通知》的文件要求，全面掌握装修垃圾流量流向，进一步提升临港新片区开发建设的整体形象，缓解堆场库存压力，确保辖区内产生的所有装修垃圾按照划片收运的工作要求，全量运输至装修垃圾资源化利用场所。
Brief Specification Description: In order to improve the resource utilization level of decoration waste and demolition waste in the jurisdiction, in accordance with the requirements of the "Notice on Strengthening the Resource Utilization of Decoration Waste and Demolition Waste", we will comprehensively grasp the flow direction of decoration waste, further enhance the overall image of the development and construction of the Lingang New Area, alleviate the inventory pressure of the yard, and ensure that all decoration waste generated in the jurisdiction is transported in full to the decoration waste resource utilization site in accordance with the requirements of segmented collection and transportation.
合同履约期限：自合签订起至2025年12月31日。

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（■是 □不是）专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project (■ Yes □ No) is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（1）须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）；
（2）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
（3）本项目不允许转包。
(c)Specific qualification requirements for this program: (1) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project (does not accept) branches participating in procurement activities in their own name); (2) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. (3) This project does not allow subcontracting.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
