简要规则描述：目前上海临港新片区公共交通有限公司柴油车辆夜间停放位置在书院、东海农场区域的停车场为丽正路万松路停车场（马路停车）和东海农场停车场（马路停车），寻找加油站为新片区公交公司提供公交车辆柴油加油服务。此次书院、东海农场区域加油车辆约为35辆。（具体内容及要求详见磋商文件第三章采购需求书）
Brief Specification Description: At present, the parking places of diesel vehicles of Shanghai Lingang New Area Public Transportation Co., Ltd. at night are Lizheng Road Wansong Road parking lot (street parking) and Donghai Farm parking lot (street parking) in the areas of Shuyuan and Donghai Farm. We are looking for gas stations to provide diesel refueling service for bus companies in the new area. The number of refueling vehicles in the Shuyuan and Donghai farm area is about 35. (For details and requirements, please refer to Chapter 3 of the negotiation document.)

Brief Specification Description: At present, the diesel vehicles of Shanghai Lingang Xinxin District Public Transport Co., Ltd. are parked at night in the Hangwan Road parking lot of Luchao Port area. We are looking for a gas station to provide diesel refueling service for the bus companies in the new area. There are about 6 refueling vehicles in the Luchao Port area. (For details and requirements, please refer to Chapter 3 of the negotiation document.)

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目（□是■不是）专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣；（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Support small and medium-sized enterprise policy: This project (□ yes ■ no) is specifically for small and medium-sized enterprise procurement, small and micro enterprise products enjoy 10% price discount at the time of review; (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（1）符合《中华人民共和国政府采购法》第二十二条的规定；
（2）未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
（3）须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）；
（4）具备危险化学品经营许可证；
（5）本项目不允许转包。
(c)Specific qualification requirements for this program: (1) comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China; (2) Not included in Credit China and China Government Procurement website (www.ccgp.gov.cn) the list of persons subject to enforcement for trust-breaking, parties to major tax violation cases, and the list of records of serious violations of government procurement; (3) It must be a legal person or unincorporated organization legally established in China (this project (not accepted) branch to participate in procurement activities in its own name); (4) Possessing hazardous chemicals trading license; (5) Subcontracting is not allowed for this project.
