Qualification Requirements for Bidder (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目是专门面向小微企业采购，评审时小型和微型企业产品不再享受10%的价格折扣；（2）扶持残疾人福利性单位，并将其视同小微型企业。 (b)Qualification requirements to be met to implement government procurement policies: (1) Support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and micro enterprises. During the evaluation process, small and micro enterprise products will no longer enjoy a 10% price discount; (2) Support welfare units for people with disabilities and treat them as small and micro enterprises. (c)本项目的特定资格要求：（1）须系我国境内依法设立的法人（本项****公司以自己名义参加采购活动）；（2）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。（3）本项目不允许转包。 (c)Specific qualification requirements for this program: (1) It must be a legal entity established within the territory of China in accordance with the law (this project does not accept branch offices to participate in procurement activities in their own name); (2) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. (3) This project does not allow subcontracting.
