Qualification Requirements for Bidder (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：浦东新区镇级以上主干河道水质自动监测站（岸边站）运维包件2专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。浦东新区镇级以上主干河道水质自动监测站（岸边站）运维包件1专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。 (b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: Pudong New Area town level and above main river water quality automatic monitoring station (shore station) operation and maintenance package 2 is specifically targeted at small and micro enterprises for procurement, and during evaluation, small and micro enterprise products are not subject to price discounts. The operation and maintenance package 1 for the automatic monitoring station (shore station) of water quality in the main river channels at or above the town level in Pudong New Area is specifically purchased for small and medium-sized enterprises. During the evaluation, no price discount will be implemented for products from small and medium-sized enterprises. (2) Welfare units for disabled people and treat them as small and micro enterprises. (c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项****公司以自己名义参加采购活动）；（4）本项目不允许转包。 (c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (4) This project does not allow subcontracting (i)符合《中华人民共和国政府采购法》第二十二条的规定； (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China"; (ii)未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单； (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (********) ;
