简要规则描述：为配合沪南公路污水总管支线改建工程，拟对影响工程建设的新增燃气管线等组织搬迁。本项目为4公斤/平方厘米的中压、低压燃气管道。
Brief Specification Description: In order to cooperate with the reconstruction project of the sewage main branch line of the Hunan Highway, it is proposed to relocate the newly added gas pipelines and other organizations that will affect the construction of the project. This project is a medium and low-pressure gas pipeline with a capacity of 4 kilograms per square centimeter.
合同履约期限：90日历天，具体开工日期以甲方开工令为准

二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：促进中小企业、监狱企业、残疾人福利性单位发展等相关政策。本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。
(b)Qualification requirements to be met to implement government procurement policies: Promote policies related to the development of small and medium-sized enterprises, prison enterprises, and welfare units for people with disabilities. This project is specifically designed for procurement to small and medium-sized enterprises. During the evaluation process, no price discounts will be offered for products from small and medium-sized enterprises.
(c)本项目的特定资格要求：（1）具备市政公用工程施工总承包二级及以上资质；
（2）拟安排项目经理须为市政公用工程二级及以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。
（3）具备建设部门颁发的《安全生产许可证》（在有效期）；
（4）未被“信用中国”和中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
（5）本项目不接受联合体形式。
(c)Specific qualification requirements for this program: (1) Having the qualification of second level or above for general contracting of municipal public works construction; (2) The proposed project manager must hold a second level or higher registered construction engineer qualification for municipal public works, possess a valid safety production assessment certificate, and not serve as the project leader for other ongoing construction projects. (3) Having a valid Safety Production License issued by the construction department; (4) Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, and records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) and China Government Procurement Network (www.ccgp. gov.cn); (5) This project does not accept consortium forms.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
