二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本项目执行政府采购促进中小企业、监狱企业、福利企业发展的相关政策。

(c)本项目的特定资格要求：3、建筑工程施工总承包三级及其以上资质；
4、有效期内的安全生产许可证；
5、拟派项目负责人具有建筑工程专业二级及以上注册建造师执业资格，具备有效的安全生产考核合格证书；
6、各供应商为本工程拟派注册建造师需满足建市[2008]48号等相关文件中关于“注册建造师不得同时担任两个及以上建设工程施工项目负责人”的规定（即拟派注册建造师担任建设工程施工项目负责人的网上信息为0）；
7、本项目专门面向中小微企业采购，中小微企业应当按照规定提供《中小企业声明函》。
(c)Specific qualification requirements for this program: 3、Grade 3 and above qualification for general contracting of construction projects.
4、Safety production license within the validity period.
5、The person in charge of the proposed project shall have the professional qualification of second-class and above registered construction engineer in the construction engineering profession, and shall have an effective safety production examination certificate.
6、Each supplier to send a registered constructor for the project shall meet the provisions in Administrative Measures for the Practice of Registered Construction Engineers (Trial) No. 48【2008】concerning "Registered constructor shall not be responsible for two or more construction projects at the same time"（That is to say, there is no online information about the registered constructor to be appointed as the person in charge of the construction project）.
