简要规格描述或项目基本概况介绍、用途：为老人提供助洁、助餐、助行、助办、助医、助乐、助浴、精神慰藉、康复护理等居家上门服务。服务对象主要是60周岁以上低保老年人、70周岁以上低保低收入等各类符合条件的老人。
Brief specification description or basic overview of the project: Provide home-based services for the elderly, including housekeeping, meal assistance, mobility assistance, errand running, medical assistance, entertainment, bathing, support, and rehabilitation care. The service targets mainly low-income seniors aged 60 and above, seniors aged 70 and above with low income, and eligible seniors.
合同履约期限：服务期限一年，2025年1月1日起至2025年12月31日止
The Contract Period: The service period is one year, from January 1, 2025 to December 31, 2025

二、申请人的资格要求 2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：1）强制采购节能产品政策：强制采购在国家公布的节能清单中以“★”标注的品目。2）鼓励节能政策：在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。4）本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies: 1) Mandatory energy-saving product procurement policy: Mandatory procurement of items marked with "★" in the national energy-saving list. 2)-saving encouragement policy: Preferential procurement of products in the national energy-saving list under equal technical and service conditions. 3) Environmental protection encouragement policy: Preferential of products in the national environmental protection product list under equal performance, technology, and service conditions. 4) This project does not accept imported products
(c)本项目的特定资格要求：（3）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
（4）本项目面向大、中、小、微型企业，事业法人、其他组织或自然人采购。
（5）本项目不接受联合体形式投标
(c)Specific qualification requirements for this program: (3) Suppliers that comply with Article 17 of the "Guiding Opinions on Aligning with High-Standard International Economic and Rules and Promoting Reform of Government Procurement in Pilot Areas" (Hu Cai Cai [2024] No. 12) shall not in the procurement activities of this project. (4) This project is open to large, medium, small, and micro enterprises, public institutions, other organizations, individuals for procurement. (5) This project does not accept bids in the form of consortia.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
