Qualification Requirements for Bidder (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目（是）专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业 (b)Qualification requirements to be met to implement government procurement policies: (1) Implement the measure of reserving shares, increase the share of small and micro enterprises in government procurement, and support the policy for small and micro enterprises: This project (yes) is specifically for procurement from small and micro enterprises, and no price discount benefits will be applied to the products of small and micro enterprises during the review. (c)本项目的特定资格要求：1、须系我国境内依法设立的法人或非法人组织（本项目（****公司以自己名义参加采购活动）；2、本项目是专门面向小微企业采购。3、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。 (c)Specific qualification requirements for this program: 1. Must be a legal person or non-legal person organization established in accordance with the law within the territory of our country (this project does not accept branches to participate in procurement activities under their own names); 2. This project is specifically for procurement from small and micro-sized enterprises. 3. Suppliers who comply with Article 17 of the "Guiding Opinions on Connecting with International High Standards for Economic and Trade Rules and Promoting Reform of Government Procurement in Pilot Areas" (Hu Cai Cai [2024] No. 12) shall not participate in the procurement activities of this project.
