投标人应具备的资格或业绩:3.对投标人的资格和业绩要求：Requirements for Qualification and reference of Biper:（1）资格要求Requirements for Qualification of Biper1)★如果投标人为境内注册公司，需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；如果投标人为境外注册公司，需提供有效的公司登记注册证明。If the Biper is domestic registered company, photocopies with Biper’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided (all documents shall within the validity period); If the biper is an overseas registered company, it shall provide valid company registration certificate.2)★制造商应具备有效的GB/T19001（ISO9001）质量体系认证证书，投标人投时须提供制造商有效的质量体系认证证书原件的扫描件。Biper shall include the scanned copy of valid Certificate of Quality Management System Certification (GB/T19001（ISO9001）of Manufacturer in the biping document.3)★投标人应承诺进行第三方检验，并从CCS、DNV、ABS 或 BV四家认证机构之一获得机组整体的最终检验证书，第三方检验取证费用由投标人承担。投标人需在投标文件中明确所选择的认证机构。The Biper shall promise to obtain the Third party certification for Shutdown Valve which issued by one of classification society (ABS,DNV,CCS, BV etc.). The cost for third party certification shall be at biper’s account. The biper shall specify the selected certification authority in the tender document. 4)★投标人所供的阀门等压力管道元件制造商应取得由国家市场监督管理总局颁发的特种设备制造许可证（TS A1证书）及覆盖本次招标范围的由第三方颁发的特种设备型式试验证书,投标人应在投标时提供上述证书的扫描件。The manufacturers of pressure pipeline components such as valves provided by the biper shall obtain the special equipment manufacturing license (TS A1 certificate) awarded by State Administration for Market Regulation and the special equipment type test certificate covering the scope of this biping awarded by third party,Bipers should provide scanned copies of the aforementioned certificates during the biping process.5)★所有防爆设备要求应满足EEx’d’ IIB T4，防护等级应至少满足IP56 或 IP66。投标人应承诺为所有防爆设备提交由中国国内防爆认证机构或IECEx 颁发的认证证书和防爆检验报告，防护等级证书或防护等级检验报告等，符合3C目录且应取得3C认证。All explosion-proof equipment requirements should meet EEx'd'iIB T4, and the protection level should be at least IP56 or IP66. Agents are not accepted.★Goods offered from outside PRC Customs Territory: The Biper shall be the manufacturers of shutdown valves or agents who authorized solely by the manufacturer of shutdown valve.When the biper is an agent, they should obtain the sole legal authorization of the shutdown valve manufacturer for this biping and provide the following denouements (stamped with the manufacturer's official seal):1) Authorization letter from the manufacturer of the shutdown valve within its validity period;2) Commitment letter from the manufacturer of the shutdown valve, promising that the products submitted for biping will be produced by the manufacturer's factory.8)★未领购招标文件是否可以参加投标:不可以Bid without the biping documents：NOT Available（2）★业绩要求Requirement for Biper's reference:2014年 1 月 1 日至投标截止日（以合同签署时间为准），投标人所投的关断阀的制造商至少具有 2 台关断阀（阀体材质A182F51，尺寸≥28”，磅级≥600LB）的供货业绩。From January 1, 2014 to the Bid Deadline (subject to the contract signing date), the biper shall have at least two sets of the shutdown valve supply reference (Material of Valve Body is A182F51, Size is ≥28” and Rating is ≥600LB) .投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同原件扫描件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同首页、签字盖章页、合同签署时间、制造厂家名称、货物名称、关断阀材质、尺寸、磅级，到货验收证明文件。未提交业绩证明文件，或所提供的业绩证明文件无法体现满足上述业绩要求的，均视为无效业绩。The Biper shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1)copies of sales contract (including cover page, signing page and technical appendix etc) and 2)Receiving certificate of arrival of goods.The reference evidence certification furnished by Biper shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, material of Shutdown Valve Body, Size, Rating and Arrival acceptance materials (including arrival receipt, classification society certificate etc.)If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, technical requirements and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
