二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：促进中小企业、监狱企业、残疾人福利性单位发展等相关政策。本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。
(b)Qualification requirements to be met to implement government procurement policies: Promote policies related to the development of small and medium-sized enterprises, prison enterprises, and welfare units for people with disabilities. This project is specifically designed for procurement to small and medium-sized enterprises. During the evaluation process, no price discounts will be offered for products from small and medium-sized enterprises.
(c)本项目的特定资格要求：（1###市政公用工程施工总承包三级及以上资质；
（2）拟安排项目经###市政公用工程二级及以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。
（3）具备建设部门颁发的《安全生产许可证》（在有效期）
(c)Specific qualification requirements for this program: (1) Having a third level or higher qualification for general contracting of municipal public works construction; (2) The proposed project manager must hold a second level or higher registered construction engineer qualification for municipal public works, possess a valid safety production assessment certificate, and not serve as the project leader for other ongoing construction projects. (3) Having the "Safety Production License" issued by the construction department (valid)
