Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。 (b)Qualification requirements to be met to implement government procurement policies: (1)Promote SME participation; no price discounts for SMEs.(2)Support prison enterprises and welfare units for persons with disabilities, treating them as micro-enterprises.(3)Prioritize and mandate procurement of energy-efficient and eco-friendly products listed in MOF Circulars [2019]18 and [2009]19; suppliers must provide valid certifications.(4)This project does not accept imported products; (c)本项目的特定资格要求：(3)须系我国境内依法设立的法人或非法人组织（本项****公司以自己名义参加采购活动）；(4)具有建筑装修装饰工程专业承包二级及以上资质；(5)具有安全生产许可证（有效期内）；(6)拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；(7)业绩要求：无；(8)其他要求：无。 (c)Specific qualification requirements for this program: (3)Must be a legal person or non-entity organization legally established within the territory of the People's Republic of China (this project does not accept branches participating under their own name);(4)Have Grade II or higher in building decoration engineering.(5)Hold a valid safety production license;(6)Project manager must have Grade II or higher builder qualification, valid safety certificate, and no current project commitments.(7)No performance history required.(8)No additional requirements. (i)符合《中华人民共和国政府采购法》第二十二条的规定； (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China"; (ii)未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单； (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (********) ;
