简要规则描述：本项目为2024年度东岸滨江监控设施运维，主要内容包括对22公里黄浦江东岸滨江辖范围内的外场立杆点位、监控设备、光电设施，及内场主机房、分机房、运营中心等进行日常养护、小修工程、应急保障、设施大修等工作(具体要求详见磋商文件第三章)。
Brief Specification Description:This project is for the operation and maintenance of surveillance facilities along the 22-kilometer-long East Bank of the Huangpu River in 2024. The main content includes daily maintenance, minor repairs, emergency support, and major overhauls of external pole locations, surveillance equipment, photoelectric facilities, as well as internal main computer rooms, sub-computer rooms, and operation centers within the scope of the East Bank of the Huangpu River (for specific requirements, please refer to Chapter III of the negotiation documents)."
合同履约期限：自合同签订之日起1年，具体以合同签订日期为准。
The Contract Period:The term shall be 1 year from the date of signing the contract, subject to the actual signing date.

二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性单位等的政策功能。
(b)Qualification requirements to be met to implement government procurement policies:This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.
(c)本项目的特定资格要求：3.本项目仅面向小型、微型企业采购；
4.为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动；
5.单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；
6.本项目不接受联合体投标。
(c)Specific qualification requirements for this program:(iii)This project is only open to small and micro enterprises for procurement.
(iv)Potential bidders who provide overall design, specification development, or services suchas project management, supervision, and testing for the procurement project are not eligible to participate in the procurement activities of this project.
(v)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract.
(vi)This project does not accept bids from consortia.
