This project intends to entrust professional service units to provide housing safety testing services, and the housing safety testing services must meet the relevant standards, norms, regulations and measures on housing testing and safety appraisal issued by the state, Shanghai Municipality and the industry.(See Chapter III Procurement Requirements for details) 合同履约期限：合同签订之日起至2025年2月底前完成全部工作并出具符合要求的安全检测报告。 The Contract Period:From the date of signing the contract to the end of February 2025, all the work shall be completed and the required safety testing report shall be issued. 本项目（否）接受联合体投标。 Joint Bids: (NO)Available. 二、申请人的资格要求 2. Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时小微企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。 (b)Qualification requirements to be met to implement government procurement policies:(1) Implement the reserve measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprises: This project is specially for small and medium-sized enterprises, and small and micro enterprises will not implement preferential price deduction during the evaluation.(2) Support welfare units for the disabled, and regard them as small and micro enterprises. (c)本项目的特定资格要求：（1）###市****局核发的检验检测机构资质认定证书(证书附表中检验检测的能力范围包含本项目内容)；（2）须具备自然资源主管部门依法颁发的《测绘资质证书》，资质等级须为乙级及其以上，业务范围包括界线与不动产测绘；（3）未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；（4）须系我国境内依法设立的法人或非法人组织； （5）本项目不允许转包。 (c)Specific qualification requirements for this program:(1) It shall have the qualification certificate of inspection and testing institutions issued by the Market Supervision Administration (the scope of inspection and testing ability in the attached table of the certificate includes the contents of this project);(2) It shall have the Surveying and Mapping Qualification Certificate issued by the competent department of natural resources according to law, the qualification level shall be Grade B or above, and the business scope includes boundary and real estate surveying and mapping;(3) Not being "credit China" (******** Cn), China Government Procurement network (******** Cn) shall be included in the record list of persons subject to enforcement for trust-breaking, major tax illegal trust-breaking subjects, and serious illegal trust-breaking behaviors in government procurement;(4) It must be a legal person or an unincorporated organization legally established in China;(5) Subcontracting is not allowed for this project. (i)符合《中华人民共和国政府采购法》第二十二条的规定； (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China"; (ii)未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单； (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (********) ;
