Qualification Requirements for Bidder (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：1）强制采购节能产品政策：强制采购在国家公布的节能清单中以“★”标注的品目。2）鼓励节能政策：在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。4）落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（■是□不是）专门面向中小企业采购，评审时小微企业产品均不执行10%价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。 (b)Qualification requirements to be met to implement government procurement policies:1) Compulsory purchase of energy-saving products policy: compulsory purchase of items marked with "★" in the energy-saving list published by the state. 2) Encourage energy-saving policy: under the same conditions of technology, service and other indicators, priority procurement belongs to the energy-saving list of products published by the state. 3) Encourage environmental protection policies: under the same conditions of performance, technology, service and other indicators, give priority to the purchase of products in the list of environmental protection products published by the state. (c)本项目的特定资格要求：（1）须系我国境内依法设立的法人或非法人组织（本项目（****公司以自己名义参加采购活动）；（2）本项目仅面向中小企业（含中型、小型、微型企业）采购。（3）本项目不允许转包。 (c)Specific qualification requirements for this program:(1) It must be a legal person or unincorporated organization legally established in China (this project (does not accept) branch to participate in procurement activities in its own name); (2) This project is only for small and medium-sized enterprises (including medium-sized, small and micro enterprises) procurement. (3) Subcontracting is not allowed for this project. (i)符合《中华人民共和国政府采购法》第二十二条的规定； (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China"; (ii)未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单； (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (********) ;
