二、项目概况与招标范围Project Overview and Biddding Scope

2.1项目概况Project overview:

项目概况：伊拉克国家石油公司（State Company for Oil Project）计划在纳西里耶投资新建一个400万桶原油的罐区，用于接收Ahdeb、Badra、Gharaf、Nassiriya和Abu Amood油田的原油，项目一期计划建设252万桶库容量（7个66000m³浮顶储罐），项目二期计划建设126万桶库容量（3个66000m³浮顶储罐）。CPP作为该项目一期阶段的EPC总承包商，负责7个66000m³原油储罐、2个23000 m³的原油泄压储罐，2个10000 m³水储罐建设，以及储罐区配套的泵站、计量、取水、发电、通信、工艺管线、消防等系统设计、采办、施工、试运工作。项目于2015年2月开工，预计机械竣工日期为2025年5月。

Project overview:Nassiriya New Crude Oil Depot with a working capacity of about four million barrels(637,000 M³)is the proposed depot to accommodate the produced crude from the following fields:Ahdeb Field,Badra Field,Gharaffield,Nassiriya field and Abu Amood field.Total capacity shall be about four million barrels(637,000 M³),for Phase(I)it shall be 2.52 million barrels(401,000 M³),and for Phase(II),it shall be 1.26 million barrels(200,500 M³).CPP win to build all tanks for phase(I),including 7 Floating roof tanks(66000m³),and their accessories.Two relief tanks(23000 m³),capacity of each tank is 23000 m3,one for heavy&the other for light crude oil.Two fire water steel tank of 10,000 m³Capacity from continuous water supply.The project starts from Feb,2015 and Mechanical Completion date expects to be on May,2025.

2.2招标范围Bidding Scope：

伊拉克乌姆卡萨港口Umm Qsar Port,Iraq.

2.4交货期Delivery time：

交货期：投标人应提供最短的交货时间(P.O后××weeks)。交货日期(到岸价:伊拉克UMM QASR港)应在po后6.5个月内，如果交货日期超过6.5个月，投标将被拒绝。

The bidder shall provide the shortest delivery time(××weeks after P.O).The delivery date(CFR UMM QASR Port,Iraq)should be within 6.5 months after P.O.If the delivery date is more than 6.5 months,the bid will be rejected.

三、投标人资格要求Bidder Eligibility Requirements

3.1投标人的合格性Eligibility of Bidders：

接受制造商、贸易商参加投标

The bidder can be a manufacturer or agent or a trader

付款条款：（1）生产完成出具放行单后T/T支付95%或开具信用证发货后凭单解付95%；（2）质保5%。负偏离则废标

95%of the total contract price shall be paid to the Seller by T/T within thirty(30)working days after the FAT with qualified result and receiving the release notice issued by the third party inspection company or paid by letter of credit(L/C)Submission of Bill of Loading(BL),Packing List and Authenticated Certificate of Origin(COO)as required.

The final payment,5%,paid by letter of credit(L/C)or T/T to SUPPLIER within 30 working days after the warranty expires or receipt of Quality Guarantee.

履约保函或履约保证金要求

Performance Bank Guarantee covering 10%contract price shall be submitted within 1 months after effectiveness of contract.

3.2业绩Performance：

投标人的产品制造商应具有近5年内同类产品的海外供货业绩（需要提供不带价格合同复印件），并具备ISO9001质量管理体系认证。

The bidder can be a manufacturer or agent or a trader,shall take full responsibility to the goods and services.Bidder shall provide ISO9001.Similar products manufacturing experience and supplier overseas performance nearly five years.(copy of contract without price required)

4.1招标文件每套售价200元，售后不退。
