疑问提交时间：萨摩亚时间2024年07月23日12：00时前，逾期将不予受理。
书面或邮件形式提交到：********@********。
答疑回复：邮件答复。

萨摩亚时间2024年07月26日18:00时截止。

报价书递交地点、方式：
鉴于海外项目及海外供应商的特殊性,本次报价统一采用邮件发送的方式，发送至询价单位联系人邮箱。

报价人的评判与选取原则：
本服务为询价谈判性采购，即报价单位需先行报价再行谈判，最低价优先考虑，但不保证最低价中标(合理低价中标原则)。

开标及评标：
询价单位内部组织，报价单位不参加。

萨摩亚项目经理部。
鉴****局萨摩亚阿皮亚港升级项目施工需要，需进行采石场(Laulii 小学旁)租赁服务采购，现邀请各报价单位进行报价。
In view of the construction needs of the upgrading project of Apia Port in Samoa, SFC4 Aviation Bureau, the procurement of quarry leasing services is required, and all quotation units are hereby invited to make quotations.
一、服务范围及内容 Scope and content of services
报价单位根据询价单位的需求，包括但不限于为询价单位提供临时储存石料场所、石料开采（具体已询价单位具体施工为准）、场地维护等服务。
According to the needs of the inquiry unit, the quotation unit includes but is not limited to providing temporary storage of stone places, stone mining ( the specific construction of the inquiry unit shall prevail), site maintenance and other services for the inquiry unit.
若因询价单位施工需要，须对服务范围及内容给予适当的增加或减少时，报价单位应积极地予以接受，并全面、实际地履行，报价单位不得据此向询价单位提出任何索赔或权利主张。
If due to the construction needs of the inquiry unit, the scope and content of the service should be appropriately increased or decreased(If the scope and content of services must be appropriately increased or reduced due to the construction needs of the inquiry unit), the quotation unit should actively accept it, and fully and actually perform it, and the quotation unit shall not make any claim or claim to the inquiring unit accordingly.
二、双方权利与义务 Rights and Obligations of the Parties
询价单位负责的相关工作：The inquiry unit is responsible for the relevant work
1、自行进行石料取芯送检；Carry out stone core removal and inspection by yourself
2、负###路的修复；Responsible for the repair of the entry road;
3、按照要求进行付款；Make payment according to the requirements;
4、石料开采及运输符合当地相关要求。The mining and transportation of stone materials meet the relevant local requirements.
5、提供地磅进行过称；Provide weighbridges for oversized weighing;
6、询价单位自行负责场区内相关水电办理。The inquiring unit is responsible for the relevant water and electricity handling in the field area.
报价单位负责的相关工作：The quotation unit is responsible for the relevant work
1、具备土地的所有权，并具备允许询价单位开采的所有有效证件，并符合单价的法律法规；Have the ownership of the land, and have all the valid documents that allow the inquiry unit to mine, and comply with the laws and regulations of the unit price;
2、确保询价单位开采不受到其他外界条件的影响；Ensure that the mining of the inquiry unit is not affected by other external conditions;
3、办理土地开采及对外租赁的相关营业执照；Handle relevant business licenses for land mining and external leasing;
4、协助进行石料取芯的工作；Assist in the work of stone core removal;
